The development of economies in Indonesia in the contemporary era no longer relieves exclusively on manufacturing sectors. Diversification of growth sources is now a strategic must, especially by optimizing potential sectors like tourism. Indonesia as an island country rich in biodiversity, in landscape, as well as cultural diversity has huge capital to make tourism locomotive development. That potential is increasingly relevant in the midst of the changing of the global economic structure which has intensified creativity, experience and sustainability as the main drive of economic activity. Therefore, national tourism development is not just a sectoral issue, but an integral part of an exclusive and sustainable economic development strategy.

However, tourism development cannot be done in a partial way or rely on one particular actor. The management of tourist destinations requires coordination and participation of multiparties, starting with the central government, the local government, the target of business, to the local community (Marwan, 2022). The Indonesian government has provided a regulative framework through the 10 Year Act of 2009 about pariety, which confirms that tourism has to be established on the basis of benefit, family, justice, sustainability, participative, democratic and equality. This base confirms that tourism is not just an economic commodity, but it's also a medium to maintain environmental sustainability, to strengthen cultural identity, and to improve public well-being.
