This study aims to reconstruct public space management policy through the innovation of a network model for the utilization of the River Area (DAS) as an exclusive and sustainable, open-nature tourist area. The main focus of this study is to answer the challenges of cross-region coordination that often arise due to the differences of interest, regulation, as well as the fragmentation of authority between the local government. One of the most remarkable cases is the management of Sewu Tubuk region on the border of the Lumajang district and the unfortunate district, where the differences of policy and sectoral ego have sparked the conflict of management and impacted the quality of tourist services and the optimization of local economic potential.
In that context, this research uses an approach governance networks To analyze the relationship between actors and formulate a more effective cross-country collaboration model. In addition, the concept of reconstruction of policy is used to review the regulatory framework, in order to create harmonization of policy that is able to accommodate the interests of various parties equally. This study also highlighted the importance of interstate cooperation in management of the Glideon River DAS as part of the integrated tourist system, including Tubok Sewu tourist area.
The method used was a qualitative approach to data collection techniques through deep interviews, field observations, as well as policy document analysis. This approach allows a comprehensive understanding of conflict dynamics, collaboration opportunities, as well as the challenge of territorial policy implementation.
This research is expected to produce harmonious and apathetic policy models in DAS-based public space management, and to strengthen effective cross-region collaboration. In addition to contributing theoretical contributions to the development of regional management studies, this research is also expected to create an exclusive, sustainable, and optimal benefits for local and local governments.
