This study aims to develop a collaborative model of coastal management and small islands through digital transformation approaches, with case studies in tourist development in the West Bali National Park buffer zone. The coastal management and complex little islands demand interstate synergy and multiparties collaboration that is not only conventional, but also adaptive to the development of digital technology. In this context, digital transformation becomes an important instrument to strengthen the effectiveness of coordination, transparency, and access to information in tourism management.

This study focuses on the excavation of cooperation systems in TNBB travel management by reviewing various aspects, starting with engineering mechanisms, propulsion factors and inhibitors, benefits to the continuation of collaboration between actors. The actors involved include TNBB Hall, the local government, the village government, as well as society groups in Banyufuwa, Jembrana, and Bulekeng. By this approach, research is attempting to understand the dynamic of interregional relationships in the decentralized tourism framework.

The method of research used was a qualitative approach to data collection techniques through observation, deep interviews, and documentation. Besides, methodssystem thinkingused to analyze the connectedness between variables and identify the root of problems in development models of interstate cooperation. This approach allows for more comprehensive and adaptive model formulation to the complexity of the management system.

This research was expected to produce a digital-based collaborative management model that was able to strengthen the decentralization of tourist management. In addition to contributing theoretical development studiesCollaborative governmentAnd by interstate cooperation, this study is also expected to give practical recommendations for policy development and coastal management implementation and small islands in Indonesia.
