This project aims to evaluate the readiness of the Surabaya City Government in the face of the transition from the Covid-19 pandemic to the status of an endemic, with focus on policy, response, and the recovery efforts that have been applied. The Covid-19 pandemic has had a huge impact on social, economic and public health systems worldwide, including Indonesia. Now, by transition to a state of mind, new challenges arise in terms of community health management, economic recovery, and government readiness in the face of a more controlled wave of disease but still requires attention.

The background of this project focuses on how the Surabaya City Government adapts its policy and its response to entering a phase of six, by constantly considering the importance of vigilance to future health threat potential. Surabata, as a major city with a dense and diverse population, faces the challenge of organizing the right strategy to maintain balance between social recovery - economy and community health management. The local government needs to adopt adaptive and flexible policies according to the development of the Covid-19 situation that is constantly changing.

The primary purpose of this project is to assess the extent of the Surabaya City's readiness in conducting this transition, as well as analyzing the policies and steps of the recovery that have been applied. The project also aims to give a recommendation for increased coordination between the government, the private sector, and the public in maintaining the survival of the city facing pandemic or the potential of future diseases.

The expected impact of this project was created by a better risk management system and a more effective recovery policy, which could accelerate social and economic recovery, as well as maintain health quality in Surabaya. With better readiness, hopefully this city will survive better on future public health challenges.
