The project aims to do a systematic review of asymmetric decentralization, a decentralization model where the authority between the central government and the area is not divided evenly, but is adjusted to the conditions, needs, and the capacity of each region. asymmetric decentralization is often applied to accommodate region differences that have special characteristics, such as economic, social and political differences. This model offers the flexibility of regional autonomy, but it also presents challenges in terms of equality and the coordination between areas.

The background of this project is the importance of deep understanding of an asymmetric decentralization concept in the context of government management. The countries who adopt this model face a great challenge in ensuring that the difference of the authority given to certain areas can be managed properly without causing injustice or tension between regions. Indonesia, for example, implements an asymmetrical decentralization policy in some sectors to meet the needs of very diverse areas.

The primary purpose of this project is to identify and analyze the previous research of asymmetrical decentralization, as well as evaluate success, challenge, and impact on the development of the area. This project will also review how asymmetrical decentralization affects government efficiency, community participation, and regional welfare.

The expected impact of this project is a better understanding of the application of asymmetric decentralization and how these policies can be adapted to increasing government effectiveness in countries facing regional diversity. Moreover, this review is expected to give a recommendation to improve the decentralization system in the countries that adopted it, focusing on the alignment of authority and management.
