The project aims to analyze the readiness of the Surabaya City Government in response to the transition from the Covid-19 pandemic to the status of the endemic, by adopting the adaptive management perspective. The Covid-19 Pandemic has demanded that the local government take swift and effective steps in response to the crisis, but transition to endols brings new challenges to public health management, economic recovery, and policy adjustments. Therefore, adaptive governments, who are able to transform according to the developing situation, become the key to success in this recovery process.
The background of this project focuses on how the Surabaya City Government has adjusted its policy and management system to respond to Covid-19's status changes from pandemic. As a large city of significant population, Surabaya faces a challenge in maintaining balance between public health, economic stability and public service. Adaptive management is important so that the policies that are applied remain relevant to the needs of the society and the development of the pandemic situation.
The primary purpose of this project is to assess the readiness of the Surabaya City Government in the face of this change, as well as analyze the management mechanism applied in the transition process to the endemic. This project will also identify factors that affect local government response effectiveness, including inter-agency coordination, resource readiness and public communication.
The expected impact of this project is to give insight into the importance of adaptive management in the face of large and complex changes, as well as the recommendation to improve policy and government responses in the future. With better readiness in the face of transition, the Surabaya City Government can create faster and more sustainable recovery for its people.
